If the QCT reasonably believes that a ground for disciplinary action against a teacher exists the QCT must start practice and conduct proceedings by referring the matter to either the Professional Capacity and Teacher Conduct Committee (PC&TCC) or the Queensland Civil and Administrative Tribunal (QCAT), unless the QCT and the teacher enter into a practice and conduct agreement.
If satisfied as to the establishment of the relevant ground for disciplinary action, each practice and conduct body decides the disciplinary action to be taken against the teacher.
